Our Personal Voice Command

Is it possible to record our personal voice,then issue commands in our lenguage?? Different than english. I found this text in commandresponse.txt :

[Voice response tag] [Path to .WAV file -- relative to install root]

[Text response tag] [Custom text message]

but I cant understand it

You can only program your own voice responses not orders
