How Do Yu Start A Battlegroup

Wanted to kno how to start yur own battlegroup like the expendables or assasins alliance cause we could use some more rival naval forces and I have some good ideas for one

accutaly if you want you can head up UAFs one, i plan to get it running and our naval division is a little low.
