As far as I can tell, they are free... but under constant threat of German occupation. They seem to me to be to the United States at this time what Serbia was to Russia in 1914. America is trying to show with their naval wargames in the single player game that they have the force to backup Ireland, their "free little brother."
However the fact that the US and Irish may be aided and supplying the Crown Liberation Front is enraging the German high command, and further inflaming conflict and instability in the region.

I'd assume that the British-in-exile would be aiding the CLF too then (despite the player's Officer in single-player having his reservations). It would certainly make sense, seeing as they're the Crown Liberation Front, and the King is still knocking around 
Would the US be happy supporting the same group as the Exiles? Maybe they'd put themselves behind a radical (God forbid
) Democrat Group to spite both the Exiles and the Germans, and create even more chaos in Britain, even if Britian does lose her German locusts.

LFN is also not strong enough to keep USA out. Resulting arguments mean Civil War in Canada.
Just a quick note, we have an entire game on the boards (90% design complete) that takes place on the Great Lakes and involves battle between the states and Canada including the destruction of Duluth, the bombing and occupation of Toronto by the USA and some other juicy bits (all taken from real history).
