Just a quick suggestion ... I'm not sure if the Enigma engine is able to do it ... but hey you never know until you ask.

So here it is: I think it would be helpful as well as bring a sense of realism, to have the heading and speed of a ship given as a voice, when you either click on a ship in tactical display (click on a red or greeen dot) and/or when you click on a ship when viewing it through the tactical periscope.

That is a very good suggestion. It won't make it into the current upgrade, but is definitely makes it on the to do list.
