I think rocket batteries should be included as weapons. In real life, rockets were commonly used to bombard shorelines, both for raiding purposes and to cover amphibious landings. They were used less frequently against enemy ships because of their relative innacuracy at longer ranges, but it still would be nice to have them.

The rockets would have 3 fire rates and 3 barrage sizes, for a total of 9 fireing options. Since rocket batteries fire each rocket from it's own barrel, you could theoretically fire all 40 or so in a couple seconds, but of course that would be wasteful. The fire rates would be 2 or 3 per second, one every second or so, and one every 2 or 3 seconds. The barrage sizes, depending on the number of rockets in the battery, would be 1/3, 2/3, and the whole battery, or 1/4, 1/2, and the whole battery. In this way you could choose how concentrated and how long you wanted a barrage to be. The adjustable rate of fire and slower airspeed compared to cannon shells would make rockets an interesting addition to gameplay.

Sweet. Now all I need are Harpoon, Tomohawk, and Exocet missiles, Phalanx defense systems, and phased-array radars.
