Make sure you have saved your new mission in the game per this thread.

Then go to Patrols, find the mission and run it.

and i dont have the index.pkg file

You must have the Gold edition/patch to have the ability to create user missions. The index.pkg file will be in the \missions folder. Then the files indicated in that thread must be modifed as stated. You have to add an extra entry below those 3 lines you showed. It's all in that thread with pictures.

You must have the index.pkg file (file is in the \missions folder) or the game won't even run. It's got all the patrol and campaign indexes in it.

In windows explorer click tools->folder options->view->advanced or simliar and untick "hide extensions for known filetypes"... I forgot the exact route to the option, I have been using Linux for more than 3 years.
