Each faction starts out with a few islands/major land ports. Every day there is a poll to see which enemy island gets an amphibious landing force sent against it. For example, say one day when you log on eveyone votes for the amphibious invasion of Singapore and the convoy appears and has to be escorted. Then you can factor in shore bombardment and stuff like that.

Once you control an island/port you get a place to dock and control of the airplanes there. You have to defend supply convoys going there or else the island will surrender to the enemy from lack of supplies. An important thing to add would be aircraft carriers- they would be fun to control.

Hope you like my ideas, its 1:09 AM right now and Im tired so I thought I might as well post this.

Your Idea is very close to what I understand campaign mode to be when it comes out (except for the voting part) buxton:

Yes, they really need something like that. An end to endless wandering and fragging, and a beginning of working toward a real goal. That's why I don't like Battlefield 1942, noone cooperates in that game.

edit:

There should also be some chain-of-command, either experienced human players assigning missions and ships or the AI doing that. In real life ships don't wander around aimlessly fragging as they go. You don't have to do your mission, but promotion will come quicker if you do. A fun idea to command people or be commanded.
